      I’m using WordPress 4.1.1 and the “Locked” property on metaboxes does not prevent me from dragging the metabox around. This issue is on the content and sidebar.

      Bug confirmed.

      However, there is a workaround. You can lock the meta box if you also disable the “meta-box look”. Try this in the comment block:

      Lock: true
Meta box: false

      Hope that helps.
