  Howdy,
  I have been able to create workflow for page, post, custom post type.
  I also tried to create a workflow for a custom template, but didn’t work.
  
  I used Template: frontpage.php
  
  Is it possible?

  I believe you have to put that parameter in all the workflow files and the meta box files as well.
  
  This is because you can have different flows for different templates
